including the children at Camp Mystic, these warnings came too late.

According to reports from CBS News, Camp Mystic did not evacuate its campers
despite receiving multiple official warnings. The failure to act in a timely and reasonable
manner is one of the central allegations in the ongoing Texas flood lawsuit and Camp

Systemic Failure

Camp Mystic underwent a state inspection two days prior to the flood. State officials
confirmed that the camp had submitted emergency plans, and that both staff and
volunteers had been briefed on those plans. However, when the disaster occurred,

Texas law requires all youth camps to establish and comply with emergency response
procedures. According to the Texas Administrative Code Section 558.256, these plans
