Dr. Sophie Toya, M.D. is a physician specializing in pulmonary and critical care medicine. She was convicted in federal court for her role in a $6.3 million Medicare fraud scheme involving medically unnecessary orthotic braces.

What Happened?

According to the U.S. Department of Justice, Dr. Toya prescribed more than 7,900 orthotic braces to over 2,600 Medicare patients during a six-month period. Prosecutors presented evidence that she signed prescriptions for patients she did not personally treat and, in some cases, did not speak with at all. (justice.gov)

The prescriptions were allegedly used by brace companies to bill Medicare more than $6.3 million. Dr. Toya was paid approximately $120,000 by telemedicine companies for signing the prescriptions. A federal jury convicted her in May 2024 of health care fraud and five counts of making false statements relating to health care matters. (justice.gov)

In June 2025, Dr. Toya was sentenced to four years in federal prison and ordered to pay more than $3.6 million in restitution.

Michigan also revoked Dr. Toya’s medical license in April 2026. The Michigan Department of Licensing and Regulatory Affairs cited her criminal conviction, insurance fraud, unprofessional conduct, and other grounds.
