What Happened?

Ambassador, a Villa Center was one of six Michigan nursing facilities involved in a federal and state health care fraud investigation. In June 2025, the U.S. Department of Justice announced a $4.5 million settlement involving Moroun Nursing Center of Detroit, LLC and other Villa-operated nursing facilities.

The settlement resolved allegations concerning the facilities’ billing to Medicare and Michigan Medicaid and alleged violations involving the provision and documentation of care. The government also entered into a Corporate Integrity Agreement with the operators, requiring additional compliance and quality-of-care measures.

Ambassador has also received multiple nursing-home inspection citations. Public inspection records show deficiencies involving abuse and neglect reporting, infection control, resident rights, and other aspects of resident care. A June 2025 complaint inspection, for example, cited failures involving the timely reporting of suspected abuse, neglect, or theft and responding appropriately to alleged violations.
