Dr. Mohmmed Al-Shihabi, M.D. is an internal medicine physician in Michigan who was charged in a federal health care fraud case involving allegations of fraudulent Medicare billing and false certifications for home health services.

What Happened?

According to the U.S. Department of Justice, Dr. Al-Shihabi was charged with conspiracy to commit health care fraud and four counts of health care fraud in connection with an alleged $1.9 million home health care fraud scheme.

Prosecutors allege that Dr. Al-Shihabi submitted approximately $450,000 in false Medicare claims and falsely certified Medicare beneficiaries as homebound, allowing a home health agency to submit approximately $1.5 million in additional claims for medically unnecessary services. Medicare allegedly paid approximately $230,000 on the claims attributed to him.

The case was reported by CBS Detroit as part of a nationwide health care fraud investigation involving multiple Michigan providers.

Michigan’s Medicaid provider sanction list also identifies Dr. Al-Shihabi as a physician and lists a September 17, 2025 summary suspension by MDHHS-OIG.
